Hon. Dr. Allan Bomuhangi

Dr. Allan Bomuhangi is an experienced qualitative researcher and development professional with expertise in climate change adaptation (resilience and livelihood empowerment), gender and women empowerment, property rights inclusion interventions, and social protection (cash transfers) in Africa. He is skilled in the design and implementation of social inclusion and resource Management programs. He has strong ability to conduct policy analysis, capacity building and data Analysis. He holds a PhD in Environment and Natural Resources Management specializing in gender and climate change adaptation, a Master’s of Science in Agroforestry (Thesis: Gender, land acquisition and property rights) and a Bachelors of Community forestry (Thesis: social dynamics of women’s participation in forestry), all from Makerere University. Dr. Bomuhangi is certified to conduct research on human and environmental interactions by the Collaborative Institutional Training Initiative (CITI).

Dr. Bomuhangi is currently appointed as a climate change specialist at ALERD IMPACT where he provides technical advice, guidance, and support to field Missions on the design, implementation, management, and evaluation of climate adaptation programs related to natural resources, food security, health, and urban development. Prior to joining ALERD IMPACT, Dr. Allan has had past public/private sector engagements at both the international and national level.  At the international level, his past engagements included working as a research analyst with the Africa Gender innovation lab under the office of the chief economist for the African region, The World Bank; where he provided technical and analytical support to impact evaluations in Uganda, Ethiopia, Zambia and Nigeria that sought to generate evidence on how to close the gender policy gap in agricultural productivity and livelihood assets. He has also consulted with the social protection unit and the Global Themes Department –Gender all at the World Bank.

Outside the World Bank, Dr. Bomuhangi worked with Oxfam based at the Somaliland country office to provide implementation technical support to a climate change and environmental sustainability project. He has also worked as consultant with the Center for International Forestry Research (CIFOR) to understand the adaptation of people living in the Mt. Elgon (Uganda and Kenya) to climate change in East Africa using an ecosystems approach. Dr. Bomuhangi also worked with the International Centre for Research on Women (ICRW) and International Food Policy research institute (IFPRI) on issues pertaining gender, land ownerships and property rights and their implications for rural livelihoods.

At the national level, Dr. Bomuhangi has led consultancies with Environmental EMLI - Management for Livelihood Improvement Bwaise Facility to evaluate the progress of implementation of National Adaptation Programs of Action (NAPA) of Uganda; with the Uganda National Apiculture Development Organization (TUNADO) where he designed and conducted studies to understand the state of Apiculture in northern Uganda; with Uganda Forestry Working Group (UFWG) where he served as technical advisor and training consultant on a bee keeping project focusing on building the capacity of bee keepers in south-western Uganda; and as a programs manager at Forestry and Environmental Development Network (FEDN-Uganda), a nonprofit organization.
